Global Engagement and Ocean Policy Manager
In Margaux’s role for both Blue Pangolin Consulting and the International Coral Reef Initiative, she supports global coral reef policy, restoration, and community engagement. She leads initiatives on integrating reefs into biodiversity frameworks, coordinates strategic partnerships, and represents ICRI at key international fora. With a background in coral biology and conservation, she has worked in the Maldives and Cambodia and co-authored peer-reviewed coral research. Margaux is an active contributor to the UN Decade on Ecosystem Restoration, leads the ICRI #ForCoral webinar series, and is a member of the Science Committee for the International Coral Reef Symposium 2026. A strong advocate for gender equity, she is part of Leading Women for the Ocean and the CBD Women’s Caucus, championing inclusive, science-based approaches to ocean governance.
Margaux is the Global Engagement and Ocean Policy Manager at Blue Pangolin Consulting and the International Policy and Advocacy Director for the International Coral Reef Initiative (ICRI). She is an experienced marine biologist and policy specialist whose career spans hands-on coral reef restoration and global advocacy for reef protection. She holds an MSc in Applied Aquatic Biology and has led research and education programmes in the Maldives, Cambodia and Honduras, before transitioning to global policy roles. Margaux joined Blue Pangolin Consulting and the ICRI Secretariat in 2023 where she helps coordinate and implement global initiatives for coral reef conservation and sustainable management.
At ICRI, Margaux supports the development and delivery of Plan of Action’s under the chairs of the Initiative and plays a lead role in supporting the integration of coral reefs into international frameworks such as National Biodiversity Strategies and Action Plans (NBSAPs) through the Global Biodiversity Framework (GBF), and collaborating with international initiatives such as the UN Decade of Ocean Science. She co-leads engagement with Youth, and represents ICRI at a host of international and regional fora. Her work also includes the creation of the ICRI #ForCoral webinar series, drafting Key Policy Asks for Coral Reefs, expansion of partnerships, and promotion of ICRI’s visibility through newsletters, events, and social media.
As a strong advocate for gender equity in ocean conservation, Margaux joined Leading Women for the Ocean, a growing global network that amplifies women’s voices and leadership in international ocean policy. She is also a member of the CBD Women’s Caucus, a self-organised global coalition of individuals, community-based organisations, and civil society groups working to ensure the Convention on Biological Diversity (CBD) is implemented in a gender-responsive manner.
Previously, Margaux managed coral propagation programmes in the Maldives, leading the out planting of over 100,000 coral fragments, and developed spawning research that informed best practices across reef systems. In Cambodia, she coordinated reef health assessments and established training and monitoring frameworks in collaboration with local communities and NGOs. She has co-authored peer-reviewed publications on coral reef ecology and contributes to global efforts such as the UN Decade on Ecosystem Restoration task-forces. Margaux also sits on the advisory board for the Ecosystem-Based Adaptation for Coastal Regions Worldwide (TROPICAL ADAPT) project led by the Ecologic Institute on behalf of the German Federal Agency for Nature Conservation (BfN) and funded by the German Federal Ministry for the Environment (BMUV).
Margaux is an active member of ICRI’s ad-hoc committees including Reef Restoration and Adaptation, and she is committed to fostering inclusive, science-based marine policy that drives lasting impact for coral reef ecosystems.
Through these and other platforms, Margaux actively contributes to advancing more inclusive, equitable, and effective ocean governance.
