As COP30 enters its final days in Belém, Blue Pangolin Consulting has added its voice to a coalition of leading scientists, institutions and civil society organisations by signing the Op-Ed From Paris to Belém, the Call of the Ocean. Released at a decisive moment in the global climate process, the text reflects on the decade since the Paris Agreement and underscores the urgent need for strengthened commitments and genuine implementation.
The Op-Ed stresses the growing fragility of the ocean. Scientific evidence from across IPCC and IPBES assessments shows that rising temperatures, biodiversity loss and pollution are undermining the ocean’s ability to regulate the climate, support economies and sustain communities. Despite its central role in global resilience, the ocean remains insufficiently integrated into climate strategies, and the Op-Ed calls for ocean-based action to sit at the heart of credible national commitments.
This message aligns closely with Blue Pangolin’s vision and the work our team has been delivering across multiple international processes. Over the past several years, Blue Pangolin has been deeply engaged in supporting the early implementation and future ratification of the High Seas Treaty. This has included technical, legal and scientific analyses, the assessment of Area Based Management Tools, the examination of Treaty-aligned governance models, and highlighting capacity development opportunities for the Treaty’s entry into force. These efforts contribute directly to the international momentum required to operationalise one of the most significant ocean governance advances in recent decades.
Our work on coastal and marine systems, including coral reefs, further reinforces the importance of placing the ocean within climate and biodiversity planning. As core contributors to the Global Coral Reef Monitoring Network and the forthcoming Status of Coral Reefs of the World: 2025, we continue ensure that global and regional datasets inform policy and decision making. We continue play an active role in advancing the effective management of biodiversity in protected areas, alongside developing support for the expansion, and establishment of highly and fully protected areas. These strands of work reflect our commitment to bridging science and policy, helping partners translate global frameworks into practical action at national and regional scales.
At a time when international cooperation is under strain, the Op-Ed calls for a renewed collective effort anchored in science and guided by cooperation. This requires more than commitments on paper. It depends on effective coordination across climate, ocean and biodiversity processes, the strengthening of monitoring and reporting systems, and the design of tools that support countries in delivering measurable results. Through our partnerships, technical expertise and long-standing engagement in global ocean governance, Blue Pangolin remains committed to advancing this integrated approach.
By signing the Op-Ed, Blue Pangolin Consulting stands alongside peers in calling for COP30 to mark a clear shift from promises to implementation.
A healthy ocean is the foundation for a liveable climate, thriving biodiversity and resilient communities. As discussions in Belém conclude, this shared message serves as a reminder that the next decade must be defined by delivery, cooperation and science-informed action.
