Who we are

Blue Pangolin was formed from the dual need to provide solutions for the conservation, protection, and sustainable use of natural resources and to equip and guide practitioners, organisations and policy makers with the necessary tools and mechanisms to implement effective and adaptive management.

Blue Pangolin Consulting is a private limited company based in London (UK) and founded by Francis Staub. Blue Pangolin Consulting offers a range of services to governments, non-governmental organisations, and international agencies related to the conservation and sustainable use of natural resources.

Our experience is diverse.

We have successfully delivered projects ranging from the evaluation of large-scale/multi-million-dollar projects and recommendations for the development of ocean programmes to support the BBNJ to the creation of specific tools for the effective management of marine mammals, identifying strategies for expanding the coverage of highly and fully-protected areas and managing global initiatives for the preservation of coral reefs.

Our knowledge and experience gained from our previous projects and our existing portfolio enables us to provide our clients with valued and targeted expert advice, ensuring challenges are addressed and projects delivered to the highest of standards.

Francis Staub

Managing Director & Founder

Francis has over 25 years of experience working across science, policy and international cooperation, is a strategic adviser to the French Coral Reef Initiative and the founder of Blue Pangolin Consulting. 

Tom Dallison

Senior Project Manager

Tom is a senior consultant and conservation specialist with expertise spanning coral reef conservation, international biodiversity policy and the governance of biodiversity beyond national jurisdiction.

Margaux Monfared

Engagement & Ocean Policy

Margaux is a marine biologist and ocean policy specialist working across global engagement, international advocacy and coral reef resilience, with governments, international initiatives and partners.

Accredited
international presence & memberships

Our global network and representation is a vital component of the services we provide. We are accredited to participate in major international policy processes and United Nations conferences, enabling direct engagement where global environmental decisions are shaped. This includes accreditation to the United Nations Conference to Support the Implementation of Sustainable Development Goal 14 (UNOC), processes related to the implementation of the BBNJ Agreement, including the Preparatory Commission for the BBNJ Agreement, and the work of the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES). This access allows us to support clients on site, engage directly with negotiators and technical experts, and ensure that project design, policy advice and communications are aligned with the latest international developments.

By offsetting our carbon footprint through Ecologi, we ensure that our environmental responsibility is not just a promise but a measurable action.
