Blue Pangolin conducted a feasibility study on the establishment of a dedicated No-Take Zones (NTZ) Recovery Fund within The MedFund to support the long-term financing of NTZs across the Mediterranean Sea. The study explored operational models, governance structures, and financing mechanisms to ensure sustained support for the effective management of strictly protected areas. It included stakeholder consultations, a strategic review of existing MPAs, and alignment with ongoing MAVA and MedFund initiatives. The proposed fund aims to address the implementation gap by channelling sustainable finance to well-managed NTZs, accelerating biodiversity recovery, and contributing to regional conservation targets.
The work of the Blue Pangolin, in this context, resulted in the establishment of the Highly Protected Mediterranean Initiative (HMPI).
Main Deliverables:
- Feasibility assessment for a dedicated NTZ fund
- Options for fund design, financial instruments, and governance
- Stakeholder engagement and consultation workshops
- Alignment with MAVA’s legacy strategy and MedFund’s operational model
- Recommendations for piloting and scaling long-term NTZ financing
