Setting up an Informal International Expert Group to Support the Early Ratification and Implementation of the BBNJ Agreement

This multi year assignment supports the European Commission’s efforts to advance the ratification and early implementation of the High Seas Treaty (BBNJ Agreement) following its entry into force in January 2026. Delivered as a Specific Contract, under the Single Framework Contract for the provision of technical, legal, scientific and logistical support for the ratification and early implementation of the High Seas Treaty (Biodiversity Beyond National Jurisdiction (BBNJ) Agreement) , this assignment focuses on establishing and coordinating an informal international expert group to provide independent scientific, legal and policy advice to the BBNJ Preparatory Committee and the first Conference of the Parties.

As the Expert Group Leads, Blue Pangolin Consulting will bring together a group of 50–85 experts across all four pillars of the Agreement (Marine Genetic Resources, Area Based Management Tools, Environmental Impact Assessments, and Capacity Building and Transfer of Marine Technology). Through a structured programme of online and in person workshops, supported by discussion papers, policy briefs and side events, the assignment will facilitate technical dialogue, consensus building and knowledge exchange to inform global decision making on the high seas.

Blue Pangolin plays a central role in expert engagement, workshop advisory and moderation, policy synthesis and dissemination support, ensuring strong links between science, policy and implementation. 

Key deliverables include:

  • Establishment and coordination of an informal international BBNJ expert group.

  • Design and delivery of  thematic workshops (online and in person).

  • Preparation of technical discussion papers and workshop reports.

  • Development and dissemination of policy briefs presented at PrepCom and COP side events.
