In January 2022, Blue Pangolin Consulting signed a contract with Landell Mills International Ltd, for the project “Ocean governance, sustainable blue economy, coastal management and marine conservation and restoration in West Africa”, to support the formulation mission of a future project from the European Union focusing on the marine and coastal regions of West Africa to support and boost a sustainable regional ocean governance and management.
The specific objective was to prepare all the necessary elements of a draft Action Document (AD) to implement the programme on ocean governance, sustainable blue economy, and conservation / restoration of marine and coastal ecosystems.
This assignment supported the design of the regional initiative – guided by both EU and international/regional policy frameworks – focusing on three key areas/results:
- Result 1: Strengthening ocean governance, regional cooperation and coordination on policies, monitoring, control and surveillance and legal proceedings
- Result 2: Support sustainable Blue Economy through Integrated Coastal Zone Management (ICZM) to promote sustainable and climate-resilient blue economy value chain, green infrastructures in coastal zones, etc.
- Result 3: Conservation and restoration of oceans, coastal and marine resources.
During the implementation of this assignment, Francis held the position of “Coastal and Marine Conservation and Resilience Expert”, with field missions taking place in Senegal (meeting of the Working Group on Marine Protected Areas in the Abidjan Convention region), the Ivory Coast, and Ghana.
The outputs of this assignment resulted in the formulation of a €40 million project.
