Operationalising the BBNJ Agreement at the Third BBNJ Symposium, Rio de Janeiro

Blue Pangolin Consulting (BPC) participated in the Third Biodiversity Beyond National Jurisdiction (BBNJ) Symposium, held from 10–12 March 2026 at the Museu do Amanhã in Rio de Janeiro (Brazil). The Symposium brought together leading scientists, policymakers, and practitioners to explore the role of science and knowledge in supporting the implementation of the BBNJ Agreement.

As the BBNJ Agreement enters its early implementation phase, ahead of PrepComIII, and the inaugural Conference of the Parties, the Symposium provided a timely platform to advance dialogue on how scientific knowledge, technical expertise, and inclusive governance can support effective and equitable outcomes across areas beyond national jurisdiction. Discussions throughout the week reflected the growing momentum behind the need to operationalise Agreement, alongside the complexity of implementing its provisions.

Francis and Tom engaged with partners and stakeholders across a range of sessions focused on the science-policy interface, capacity development, and implementation pathways. Their participation reflects our ongoing role at the intersection of technical delivery and international ocean governance, particularly in continuing our support in the European Union’s efforts towards early implementation of the Agreement.

Advancing implementation through expert dialogue

Alongside the Symposium, Blue Pangolin Consulting co-convened a dedicated expert workshop under the European Commission’s Single Framework Contract, as part of a Specific Contract to establish an informal expert group to provide technical and analytical input to the BBNJ process, through the production of policy products.

The workshop focused on Capacity Building and the Transfer of Marine Technology (CBTMT), a core pillar of the Agreement, and explored the future role of a Clearing-House Mechanism (CHM) as a central interface for knowledge exchange, coordination, and cooperation. Participants from across scientific, legal, and policy communities examined how this mechanism could support countries, particularly developing States, in accessing the tools, expertise, and partnerships needed for implementation.

From dialogue to delivery

The workshop formed part of a broader programme of technical support funded by the European Commission, aimed at strengthening preparedness for implementation through expert engagement, policy briefs, and targeted capacity development activities. It also contributes to ongoing efforts to ensure that the BBNJ Agreement delivers tangible benefits, particularly for Small Island Developing States and developing countries.
