This four-year framework contract supports the European Commission’s work to facilitate the ratification and early implementation of the High Seas Treaty (BBNJ Agreement). Delivered by a consortium led by Landell Mills, with Blue Pangolin contributing as a technical, legal and communications partner, the objective of the Single Framework Contract for the provision of technical, legal, scientific and logistical support for the ratification and early implementation of the High Seas Treaty (Biodiversity Beyond National Jurisdiction (BBNJ) Agreement) is to support the work of the European Climate, Infrastructure and Environment Executive Agency (CINEA) and the European Commission (in particular the Directorate General for Maritime Affairs and Fisheries (DG MARE)) to:
- ensure a smooth and rapid ratification of the BBNJ Agreement, and
- prepare for the first phase of implementation of the BBNJ Agreement, through the Preparatory Committee and Conference of the Parties. the project assists and in advancing the EU’s strategic objectives for global ocean governance.
The work supports legal and policy analysis, scientific and technical inputs, event logistics, and the design of communication strategies. It includes targeted efforts to assist the BBNJ High Ambition Coalition (HAC), provide preparatory support for the BBNJ Conference of the Parties, and contribute to studies and pilot activities linked to area-based management tools (ABMTs), environmental impact assessments (EIAs), and benefit-sharing frameworks for marine genetic resources (MGRs).
The following specific objectives will be implemented:
- to provide logistical support to organise political and technical events, such as workshops and political dialogues, including in support of the BBNJ High Ambition Coalition (HAC)
- to provide technical and scientific support to exchanges among stakeholders, parties and workshops and side events
- to provide legal and policy support in developing legislation and preparing for exchanges, meetings and negotiations
- to undertake studies, including possible impact assessment studies and pilot projects
Blue Pangolin was instrumental in securing the award of this contract and plays a central role in capacity building, communication, and supporting political and technical stakeholder engagement. Francis holds the role as Technical (Quality) Director for the awarded contract and will provide technical oversight of the project.
